What is incredibly sad is that the US really did spend millions of dollars and years of time studying psychic warfare.
Beyond that I don't know how much of this film is based on reality, but I think it is hilarious how much they poke fun at the whole concept that the government would waste money on something so stupid.

Why is that sad? It's what the military does.
There are countless reports of people being sensitive, psychic, getting premonitions, etc.
It's the military's job, no matter how far fetched it seems, to examine anything to see if it's a threat to the country it's protecting.
Today we know, from lots of failed experiments, that its (mostly) impossible to create any kind of success with these programs, but if the military and similar branches hadn't actually done the research, we wouldn't know.
But actually, if the military had been successful we probably wouldn't know anyhow.
For all we know george clooney looking jedi mind killers are walking around society know.
I remember watching some of those documentaries on the psychic programmes they did in the military.
There were "unexplainable" results, like a couple of those "Far seeing eye" experiments where the subjects were able to pinpoint a location and describe it in detail even though it was half way around the world and they'd never been there.
Personally, I think there's more between heaven and earth and some people know strange things.
It makes the world a bit more fun and mysterious.

I realize the allure to remote sensing for the purposes of spying and hence the CIA, DIA, NSA, etc would love the idea that they could spy on the Soviets during the Cold War without ever leaving the safety of their offices.

I'm guessing it's probably quite easy to make a goat faint IRL, shepherds have long used special fainting goat species to protect their sheep flocks.
