Make an awesome garden at your house, or at a friend's place.
Done? That's your portfolio;
Take lots of pictures.
Now you can hire yourself out working on people's gardens.
I know a high school kid who had a garden design and maintenance business.

Now, take everything you learned and the money you made from your gardening business and buy some pot plants.
Grow weed and sell it to your friends.

Seriously though, just offer to wash your neighbors cars.
You can make $20-$30 a pop easy depending on how thorough you're willing to be.
If you don't have car detailing supplies as your parents to invest in you and offer to pay them back with the money you make.

At your age I could swim pretty well, so I took all the swimming and lifesaving classes I could.
At 16 I was a lifeguard, making way more money than all of my friends.

Are you in the suburbs or city or country, because there might be different ideas different places.
Ask neighbors, particularly people who live alone, if they could use some help this summer with projects.
Like window washing, painting, digging gardens, clearing out garages, stuff that they could use some energetic muscle on.
Lot of times they don't want to go to the hassle of hiring a handyman so stuff doesn't get done, but if a kid who can work cheap drops by, they may get interested.
Or even just offer to catch their lawnmowing and water the garden or petsit their critters when they go on vacation.

Make something needed/wanted or do a service that little to no one is doing.
The harder or grosser the job generally the better paid cause not everyone will/can do it.
Something I did for years pick up electronics that people set on the curb.
Recycle what you can for cash (aluminum, copper, etc) and if you know what you are doing check and sell the working innards piece by piece.
JUST BE CAREFUL somethings can kill you if you touch the wrong parts.

You should really spend that $2.50 on lunch.
Nutrition at your age is important - eat good lunches.
It will help you perform well in school.
(I just sounded like my Dad there for a moment - sorry about that.)
Ask your Mom if you can do some chores around the house for extra money.
It will help if you can explain exactly why you want money.
Set a goal; for example, tell her you want to save up money for a game or an ipod or something, and you want to have enough money saved by the end of summer.
If she is smart, she will let you work towards this goal - it's good for you to learn how to set goals and work towards them.
When you and your Mom decide on something, make sure you both agree on exactly what needs to be done and what it will pay.
If necessary, write it down.
"Mow lawn once a week - $10".
"Wash and wax car one time only - $10"
"Dust furniture and vacuum living room once a week - $5"
This will help prevent misunderstandings and keep your feelings from being hurt if you don't end up with as much money as you thought you would.
It also prevents her from weaseling out of paying you what you agreed upon.
As others have mentioned, ask your neighbors for jobs doing yard work.
Lastly, ask if your Mom can ask her friends or coworkers for odd jobs on your behalf.

I don't know where you live, but some states allow you to get a job at 14 with a work permit.
In Maryland, you can get a job at 10 years old with no permit.
It might be difficult to get hired because OSCA is a real heavy-handed sumnabitch.
The type of work you do will be restricted as will your maximum hours per week.
It appears that 14 is also the age at which you can get a job in the UK.
