I really think the ONDCP spokesperson must have been misQuote: d.
"It's a silly argument put forth by people who have a hidden agenda to legalize drugs," said Rafael Lemaitre, a spokesman for the Office of National Drug Control Policy in Washington, D.C.
"It's not a responsible health policy to make marijuana more available in society."
That's the standard drug warrior answer when asked about medical marijuana...
Especially the blather about "health policy" and "hidden agendas." I'm guessing this was the answer to a question about medical marijuana activists and not about the straight-up legalizers.

I think it's more likely that he has one stock response to any sort of talk about legalization which he gives regardless of the actual question that was posed.

I was talking in terms of different strains you would end up buying here in the US.
The Midwest at least, I'm sure in California and the Southwest the shit that's not medical comes from across the border.

Actually, the further you are from decent growing regions, the more likely the weed is to be mexican brick-pack crap.
The "blue states" have decent weed on the coasts, basically.
