What should be the primary purpose of the penal system? Obviously you should try to do both but Im talking about the ultimate goal of why you lock criminals up in a prison. What should be the focus of the majority of money manpower...

Prison should be a deterrent, but once in prison it should be designed....
Your goal should be reduction in crime.
Unless you intend on keeping people in prison for life sentences, they are going to be released.
Reform.
When they get out.

Privately owned prisons are a part of the economy. Our economy is mostly capitalism.

Need to see if any of those prisons accept donations of helping teach a trade, games, books, classes, Sunday services? Not the answer for everything in there but it takes all of us to help others feel needed or wanted. Not just the anger they see everyday...
