You need to be using VS Team Suite or VS Developer Edition. .

Doing a "professional exam" won't make you interested in be contracted as a professional python programmer, you should be able to prove your more on testing personally the people than....
There are no official Python certifications as of yet.

You can then change the language using the Region and Languages Options control panel screen .
There is a detailed guide on how to do this at Windows 7 here .
I think that is an Ultimate feature - not in Pro .

As far as I know, no, you can't.
