I'm not familiar with the term "System level program" per se, but if it's anything like "System ( System Programming ) to allow for Higher level programs to be written that can be system-agnostic.
What are the good (free) optimization programmers, .Net programmers need to have to optimize their programs?

I work in .Net, and the only profiler I've ever needed is the debugger itself, because... .
It'll help you identify sections of your code that take a while to execute, which you can then spend some time optimizing .
A good profiler, such as EQATEC Profiler.

For web browsing, Lynx is my browser of choice.
Clearly Lynx , CenterIM and irssi are my basic tools if I ever need to switch to the terminal for some reason .

It does not save any a few programs stick some data in there....
It uses this for versioning and digital signatures.
The program actually updates this information when creating or updating the file Especially you installed the program .

To solve this, trying copying shortcuts from the User start menu to the All Users start menu, and also try deleting ... .
This is actually a known bug in build 7100, and it appears to co-relate with the total number of shortcuts present in your Start Menu .
I would rather have have a bird's eyeview of all my programs than scroll down the programs list. Is there a way to have Windows 7 All Programs list the programs in multiple columns like XP or did Microsoft remove this capability?

Free is still a net gain over....
Just wanted to add that any job volunteer.
There are a few "free" type programs for kids that you could still try for even with a job.
That was a free program but it is very competitive.
