Which is easiest and best for scenery? we will need a car when we get to quebec but if the train journey is lovely then I would rather chill on the train with a glass of wine for sure!

If possible take the train and start your rental only when you leave Quebec City comment that although Quebec can....
And Quebec City a car is a real liability as parking is very expensive/limited plus the cities are a delight to walk.
