They work fine in desktop PCs seeming quiet.

I have a Toshiba Tecra A9 that has very, very quiet sound. This is not only in Windows XP but in Ubuntu too. I have re-installed the drivers but it's still quiet. What can I do to fix this?

HP typically makes good, quiet PCs.
I'd go for fanless, and keep a majority of the Files on a NAS in a closet .
And a MyBook 1TB essentials drive, and it is as quiet as a mouse.

Why don't you just modify your output function based on whether the program is in quiet mode, so you only do the check once?
if QUIET: def DoOutput(stuff): pass else: def DoOutput(stuff): print(stuff)
Or, you could of course put the check....

I'm using an nvidia 275 gtx and its reasonably quiet, at least I can't hear it over shop around.
I also make sure there's a big, quiet case fan (120mm or larger) circulating air over the video card for the NVidia 8800GTX.
