In my experience, YAP is quite a good implementation....
The SWI-Prolog C++ interface is good, especially because SWI-Prolog itself is so good .
I'd stick with SWI-Prolog.
While there are bunch of rules engines out there for Java, I'm not aware of any for C++ .

It is also very configurable so you can choose what to audit, and has nice reports with SSRS .
Works well, uses server-side tracing and sends trace files to a central db server and has anti-tampering hashing too .
I use Idera SQL compliance manager.

TeeChart is excellent, but you must read....
I tend to use TeeCharts more; it is a bit more "seasoned" product and a little more intuitive .

and CodeLite for C++
Code::Blocks is a pretty nice C++ IDE for a low resolution screen .
You could use some light editor like Notepad++ and a command line compiler .
Well Visual Studio is out of question :).

But I think Chilkat SMTP/POP# ActiveX component is something you migth want to look into .
And RTF isn't really that complex a format to handle .
Sendong and receiving email is simple with CDOSYS.
