I recently switched to a new setup that is reporting PHP Notices; my code has worked fine without these notices being fixed, but I am wondering if it makes sense to fix every one and leave them reported or just ignore them and turn notice reporting off...

If you migrate from an old php version to a recent one, you should at least take a look at the notice, to know what it is about... .
It's just a security tip.
Even if they crash your application.
In a production environment you SHOULD NOT display ANY notices .

Maybe you have code that attempts to exploit a browser vulnerability to enable some kind of "feature" like pop-unders .

You'll have to run the profiler trace of SQL:StmtStarting, SQL:StmtCompleted, User Error Message and Exception events with text, transactionId, EventSequence and otehr columns you need to get a picture of what's going on .

I just assumed it was some magic implementation within the libs which tricked valgrind - or - these libs actually do have memory leaks in which case there's nothing I can do within my app... .
I've seen this myself in all sorts of libs, using dlopen or not .
