Not looking for program specifics here, but how often have you heard of OMS residents not passing step 1?

I know for certain that Harbor UCLA has lost two EM residents in the last year and now I've heard Highland is filling a PGY-2 spot for next year as well. What does that say about their programs? Definite red flag in my mind. Can anyone confirm this?
