A client needs the ability for their shopping cart to automatically retrieve and keep up to date sales tax tables for at least the US, and preferably all countries with which the US has tax treaties. Is this a reasonable requirement? Hosted solutions ...

Technically, US companies are supposed to collect VAT, although most do not .
And you are located in the US in a state that has sales tax, you do need to collect sales tax to collect sales tax.

One of the web apps I'm working on has a fairly small web store / shopping cart. As the client company is physically located in CA and has a physical location there, they're required to collect CA sales tax on all orders shipped to locations in California...

A five digit zip code isn't precise enough to locate the sales tax in places like 8.25% sales tax.

Will Amazon impose sales tax this year in California? I know they tried delaying charging sales tax to a year. I also heard they considered dropping their 3rd party sellers from California as a loophole to not charge sales tax.
