Having used Premiere Elements since 3, The 7 upgrade seems to be better. I am a new photographer also, & Photoshop 7 is an excellent tool for "tweaking" photos. So many options & tools to learn about.

I've just Photoshop Elements part of this and I love it. Easy to use. Great results. No paper manual but these days it's not a surprise. Recommend this.

This is an excellent upgrade from the version 5 I use to operate. It has more features and is as user friendly as previous versions. The total price with the mail in rebate made this a very attractive financial purchase as well.
