generic event generation and event handling.

I'm trying to locate an open source business rules engine that has a decent interface for building the rules.

Having already seen these new with the server.
The reason for this behaviour is that Mail only appears to apply rules to "new" mail.
The filtering rules are not applied.
Up the Mac, and Mail syncs with the server.
