Would there be any problem connecting an internal SATA drive using an old PC Power Supply for its power and connecting to an external SATA port on a laptop? Would there be any voltage conflicts?

You'll need a Molex-to-SATA-power adapter....
If it is an AT power supply with the manual power switch, then it will not have SATA power connectors, the old AT style power supplies have a manual power switch, but no SATA power connectors.

Main Question : Would I see any benefit (I/O bandwidth-wise) to purchasing a separate (non-raid) PCI-e controller card to plug SATAII drives into vs on-board SATAII slots?
I'd be plugging at least four drives into whichever solution I go with.

Sounds like a problem with the disk or SATA cables - I know the P410i controller in that machine well in the boot loader to create a logical disk worked.
