The bandwidth graphs is also a plus.

Setup: 2 lines, perfect stats, 5M/800K (10M/1.6M) Was having speed problems.
The only other not throttled and cancelled MLPPP.
I've tried two different Linksys routers with Tomato firmware, no difference.

I'd say you're a way off being able to configure this properly - far easier to deal with this as a layer-8 problem... .
Even ISA Server can't do that.
As far as I know, Windows Server 2003 doesn't have any ability to load-balance two Internet connections .
