How can I randomize the lines in a file using a standard tools on Redhat Linux?
I don't have the "shuf" command, so I am looking for something like a perl or awk one liner that accomplishes the same task.

If that's not good enough, you may consider rolling your own .
And a Perl one-liner you get!
perl -MList::Util -e 'print List::Util::shuffle <>'
It uses a module, but the module is part of the Perl code distribution .

And I want to do a script in BASH which can takes random line of this text file, and return it to me as variable or something.
I hear it can be done with some AWK. Any ideas?

As to what you're trying to do....
You can either have it random, or not.
You can't say you want random but at the same time say that the kth negative value == -k and the kth positive value == k .
There is no set of numbers that will fit all your criterion .

Mea no problem no offense taken. The results you get are what is important. I observed engines in high summer here didn't clean up as quickly as they did in cooler temps that all.
Basically i am trying to understand what conditions the product works best...
