You can use IPsec (even with L2TP ) with OpenWRT .

You might be able to get a netbook but obviously that would not take a PCI card .
Miniturised components cost more.
For that sort of system your price is unrealistic.

The ReadyNAS Duo is quite effective and supports all sort of protocols, including RSYNC and NFS, so ... .
I don't know if this realy is the answear, but I would prefer to use iSCSI SAN solution, instead of NAS .

OpenVPN requires its own driver, but it's a full people who do for SOHO type environments....
As it's a SOHO environment doable for SOHO environments in my opinion.
Frankly any VPN which doesn't require a custom client is a good one .
