As of the asp.net tag: the ajax control toolkit has an ModalPopupExtender .
But there are lots of UI toolkits that provides such functionality, such as jQuery-UI , the dojo toolkit and also the Yahoo-UI .
Natively I think there are none.

Your requirement that the solutions this as a first pass test to determine feasibility since if the relaxed LP has no solutions, your integer LP certainly has no solutions....

I have 3 solutions and solution A requires built versions of the dlls from solution B and C in order to compile. it is not possible to merge it to one solution...
So far it seems that Visual Studio doesnt support solution references and msbuild is clever...
