You have to set the power consuption maximum on BIOS higher than stock (250, for example) I have tried disabling the option alltogether as well as setting the max values at 255 (while coretemp reads usage below 150watt) but the problem is still there.... .

I would imagine if you ran a single-threaded stress test, you'd see that the multiplier is what you.
But still, would an insufficient voltage.
At 45 for example, clocking back to 40 when stressing.
