I realy cant add much more to this except that while i attempted to update my computer svchost
for svchost. Not sure why the rule would just disappear like that....thank you. I tried to run the rules
showed no malware. What may have happened was after i saw svchost being block i went to rules wizard

Various ones I found that one of the svchost processes was the culprit. A little more digging
and experimentation and i found that it was the local disk process within that svchost that was actually slowing

That a process - svchost (local) was > 400MB.
Upon rebooting i used task manager and noticed
an svchost (network service) and several svchost (systems) running causing no problem.
