No, this is incorrect : You can only shrink a partition until some file at the end of the partition... .
There are temp files created at startup, you'd get disk write errors because of insufficient space .
You can, but you probably wouldn't be able to boot .

Try removing the controls with the RemoveAt(i) method, not Dispose... .
Dispose() only cleans up unmanaged resources (although Paul Williams noted in the comments that it is usually more complex than this!) so it may or may not do anything useful in your case .

As you can tell, it's supposed to not rewrite any .css/.jpg...
