What i want now is to create torrents and share my files with others, whats steps i should follow?

Do the torrents have similar hash or do they compare it by size and name?
Most torrents on piratebay do not have trackers other than piratebay, but torrentz.com provides...

For a very good reason my college uses a method for throttling torrent traffic that means that people can't connect to you when you are downloading torrents so my upload rate is always 0 (even when I can download a torrent). This means I can't download...

The best way to do it is to use rtorrent in command line, it's not as easy as utorrent, but, you can get used to... .
Or superseed them with rtorrent directly from the webserver.
Get a cheap Server like kimsufi for example, and tunnel your torrents.

BEncode is a simple encoding and there are a few BDecode... .
Torrent files are basically nested dictionaries encoded with BEncode .
Should be all you need.
Google comes up with this PHP client on sourceforge and this torrent class on PHP classes.

Torrents are controlled by trackers, but that is not their purpose.
The torrent protocol does not allow for this.
Bit torrent doesn't work like other P2P networks where you can browse shared folders of other users.

I've heard a claim that a torrent with zero seeders can actually be downloaded in a finite amount of time, because not all people subscribe to the same torrent file, but you can still find them using other techniques such as DHT. Is this true in practice...

The purpose of the bit ....
This leaves the office network disconnect with the torrent traffic.
It is usually not just can control it to work torrents.
If your office has blocked torrent activity, there has to be a good reason.
