There is a module named IPP2P that can detect & block P2P protocols: http://www.ipp2p.org/
The simple solution is to block all outgoing ports except the ones you want to allow .

There was a torrent on my list that I deleted both the torrent + Data. Upon trying to download the torrent again later,I get the message: "The torrent you are trying to add is already in the list of torrents. Do you want to load the trackers from it?"...

That is not subject to copyright laws, then using a torrent would not be illegal.

Try a hard reset (1) of the router, if that does not work borrow a router... .
Sounds like your router is going bad.
If it is set to get it from DHCP, change it to google DNS servers then, 8.8.8.8 and 8.8.4.4 .
Check what DNS server is configured on the router.

If you mean porn sites then they can a porn site, or the peer to peer aspects of a torrent client are useful skills to have and you can, and the site.
Of the legal safeground (torrents) better keep it to yourself.
