You could also do it with CSS'd layers by simply calculating appropriate positions and using absolutely... .
Example.
This is the easier way, but some will say not semantically correct .
You could go with tables and set appropriate rowspan s to line up the bracket .

This assumes the Tournament organizer is okay with the arrangement a minor tournament like FNM....
Anything larger they can't.
With a rules dispute in a game with a judge? As long as its a minor tournament like FNM or Prerelease yes.
