I know it is not a great answer, but if you are open to changing technology then scipy has a bunch of optimisation algorithms which are very good In general, Space Filling Fractals will give you some of the best results at the lowest... .

Of course you may need to change the generation of new paths and the success criteria .
Both are NP complete problems, so by definition you can convert the input and use the same algorithm ;-) But the basic idea should work .
