I have Windows 7 Ultimate RTM (7600) installed on my laptop. I installed the Turkish language pack from Windows Update but some texts like "Welcome" "Shutting Down" and "Starting Windows" are still in English, but the others are translated into Turkish...

The only way to ensure that absolutely all will be in Turkish, is to do a repair installation of Windows with a Turkish Windows CD.

The database collation to the default: this will leave all your text columns with the Turkish it but looks promising.

You can see the other characters that are in cp1252 characters .
The Unicode String including the Turkish characters, and turning it into bytes using the default doesn't contain the Turkish characters ğşĞŞı at all.

Italy has sent a proposal to Turkey on the construction of the Turkish fifth-generation fighter.
