I am guessing the UofT guessing the UofT figures are by year and Waterloo for overall which would put them around the same size.
Campus, it has the largest program, nothing more to it than that really .

You need to speak with academic....
Some programs deny admission if one has completed a certain percentage of their degree .
Some courses available for certain posts and some have GPA requirement to take the course .
Some programs have restrictions on courses.
