shows, only message please upgrade from 2.10.2 to 2.10.4 and link to phplist com page, please help

What is the main different between apt-get upgrade and apt-get dist-upgrade?
When is one option
upgrade is just a upgrade - it may still upgrade everything but sometime it wont, like when package
relationships change and so forth.
dist-upgrade is for changing distribution or upgrading

Just called AT&T and spoke to a rep who told me that I am not eligible for an upgrade until
forward to the new iPhone, cuz I am sucker for new tech, and was told by the rep that I cannot upgrade
