I have a question that I have been looking at for sometime. I have yet to get an answer to. Sept 1939 Germany invades Poland. England and France declare war on Germany. USSR invades Poland AND Baltic states but no declaration of war from England or France...

The casualties of the USSR in WW2 have been corrected upwards several times in the past 50 years or so from 20 to 25 to now 27 million. But arent these numbers to high??
Arent they counting the casualties of Poland and the Baltic countries twice?
