I could not get your question fully but I assume you want the vehicle facility to be selected after;
I suppose you have 2 select one for faculty and one for vehicle

One way would be to express the turning radius of the vehicle in grid units per turn, and use you say that you don't know "how to turn vehicle in elegant way" what does this mean? That you don't, and move the vehicle along that line....

Run the VIN on Carfax and two similar services.
If it's forged, the VIN will be faked.
If it's legit, try calling the police and reporting it stolen .
If you have the title, take it to DMV to see it it's legit and not a forgery .
