My L1 Visa is expired in March 2012 but I-94 is valid until January 2014. I was preparing PIO application for my daughter. On PIO application site it says for to submit parent's Visa document. Can I apply for my daughter's PIO on I-94 validity basis?

Why do you want to do that?
F1 Visa application is always risky and previous Visas can be canceled at Consular officer's discretion.
You should not take the risk of applying for Visa unnecessarily.
