Someone I have contact with has been told by a Travel Agent that
points on his Dr Lic means he can't apply for the Visa Waiver Scheme
as that's a conviction...

The 8503 condition is often waived in getting that removed .
Lucky to get a 12 month Visitor visa - they are not common.
