.Net framework does not contain embedded class to watch the registry .
There is a WMI class for the registry.
This looks like a good place to start.
Take a look at RegistryMonitor - a .NET wrapper class for RegNotifyChangeKeyValue .

Thus it writes only once to the file - Word and Wordpad work with some temporary files for backup and locking purposes and for that reason they might write twice .
I think that notepad has no lock/backup file handling.
