Two tomcat instances would be a memory pig and no performance advantages .
It depends how loaded are the sites, and if the need special configuration and loaded modules, but it usually easier to maintain a single instance .
Same instant is fine.

If you the website via a DNS query, setting the website to localhost (127.0.0.1) will prevent the website if you get away with it it's still....
To enforce access to the internet via a proxy server and block the websites there.
